The National HBPA is a non-profit corporation which acts as a trade association working to improve the economic health and public acceptance of the Thoroughbred horse industry in the United States and Canada. The HBPA seeks to improve business conditions for Thoroughbred horsemen and their employees, advance the industry in general, promote cooperation among horsemen of all breeds, and represent the interests of Thoroughbred horsemen before state and federal governments, industry organizations, and trade associations.

An owner-trainer or trainer who or which is a Member of an Affiliate is eligible and entitled to Membership in the National Association, and a partnership, corporation, or their association which is a Member of an Affiliate is eligible and entitled to Membership in the National Association.

An Affiliate is not entitled to vote on any matter coming before the National Association except through its President or its other duly authorized representative.

Eligibility for membership by a representative horsemen’s group to the National HBPA is established by a.) Formally applying for membership with the NHBPA and b.) Upon approval of the applicant association’s local constitution and bylaws by a 2/3 rds weighted vote of the affiliates voting and c.) After a six-month waiting period. (See article III of NHBPA Bylaws for more information).

It was during the year 1940 in New England that a group of committed horsemen brought into existence what is now known as the Horsemen’s Benevolent and Protective Association. Today there are close to 30,000 owner and trainer members throughout the United States and Canada focused on a common goal — the betterment of racing on all levels.

The National HBPA is the largest racing horsemen’s representative association in the United States and Canada, with 29 affiliate member organizations representing close to 30,000 owners and trainers of racehorses. The National HBPA is proud partners with its corporate sponsors.
